Q: What type of fertilizer should be used for decorative Perenial grasses in Zone 3

Bridget, your grasses will do best in lean soils. Too much fertilizer will cause them to flop. Miscanthus are exceptions, but need only a bit of compost. Best And Happy Yardening, Nancy.
