Q: buds do not fully open only on top leaves are curling up not flat
A: My guess is too much water in the long cold spring caused root damage and now in the unseasonably hot dry weather the plants cannot take up the moisture they need, in spite of regular watering. I'd take photos and sample of the flowers and leaves to an independent garden center, preferably one that grows these flowers. Best And Happy Yardening, Nancy
